Short answer

Does replying to a customer on WhatsApp cost money? On the WhatsApp Business Platform, it can—even when the customer contacted you first. From October 1, 2026, ordinary service replies become chargeable beyond applicable allowances and exemptions, and utility templates lose their free treatment inside the 24-hour customer service window. The useful distinction is this: the window determines whether you can send a free-form reply; the pricing rules determine what that reply costs. This answer covers one-to-one Platform/API messaging and the announced rules as of September 28, 2026.

Will this WhatsApp message cost money?

The fact that all five actions can appear in one chat does not make them one billing unit. Classify the individual outbound message before estimating its cost.

  • A customer messages your business: no Meta charge for the incoming message, although your provider may charge for handling it.
  • Your agent sends an ordinary reply: from October 1, service-message pricing applies unless an allowance or exemption covers it.
  • Your automation sends an order-confirmation template: utility pricing applies, including inside the service window from October 1, unless another exemption applies.
  • You send a promotional template: the assigned marketing category determines its pricing treatment.
  • Meta Business Agent answers: its separate token-based pricing applies rather than an additional service-message charge.

Does WhatsApp charge per message or per conversation?

Per-template-message billing replaced conversation-based pricing on July 1, 2025. October 2026 expands charging to previously free service replies and in-window utility templates. An old guide promising unlimited messages for one conversation charge is describing an outdated model.

Your inbox might still call an exchange a conversation or ticket. That is an organizational label, not a bundle of included messages. Keeping a customer in one thread helps your team follow the history, but it does not combine separate deliveries into one Meta charge.

If the customer writes first, do I get 24 hours of free replies?

From October 1, an open service window no longer guarantees free replies. It allows non-template messaging for 24 hours after the customer’s latest message. Each new customer message refreshes that timer; your replies do not.

Suppose a customer asks about a delivery at 9 a.m. You answer at 9:10 a.m. and send another update at noon. Both replies are permitted within the same window, but both can be chargeable. The noon update does not extend the window.

If the customer writes again the following afternoon, their new message opens a fresh service window. You do not need a template merely because the previous window expired. If you want to contact them while no window is open, however, you need an approved template.

Are the first 1,000 WhatsApp messages free?

Twilio’s October 2026 notice specifies 1,000 free service messages per business phone number per month. This is a service-message allowance, not 1,000 free marketing messages, utility templates, or customer conversations.

For a simple illustration, one number delivering 1,600 otherwise chargeable service replies would have 600 remaining after that allowance, assuming the full allowance is available and no other exemptions apply. Provider charges remain separate.

Check how your provider reports the allowance on your account. A free Meta message and a zero-cost message on your provider’s invoice are not necessarily the same thing.

Will sending three short replies cost more than sending one?

Potentially, yes. Once allowances and exemptions are exhausted, three separately delivered service messages create three chargeable sends. One message containing the same useful information creates one.

Consider an agent sending ‘Your return is approved,’ followed by ‘Here is the label,’ followed by ‘Please send it within seven days.’ A single readable response could communicate all three points. At a hypothetical rate of $0.01 per chargeable message, that would be $0.01 instead of $0.03.

The goal is a complete, helpful answer. Avoid turning every sentence into a separate send, but do not delay an important update or overwhelm the customer with a wall of text just to reduce message count.

Does using an AI chatbot change the WhatsApp charge?

Ordinary replies from a third-party support bot fall under service messaging, with AI usage potentially charged separately by its supplier. Meta Business Agent instead uses its own global rate of US$2 per million tokens, effective August 1, 2026.

Meta describes its agent pricing as one charge covering AI and delivery. The same response is not additionally billed as a service message. Compare the complete cost of each setup, including your software provider’s fees.

How do I find the price of one specific message?

Start with that calculation when an invoice looks wrong. Dividing the total bill by the number of inbox conversations mixes different categories, markets, and software costs into one number.

For operational decisions, also track cost per resolved customer issue. Better routing, useful handoff notes, and fewer duplicate replies can improve that result. Moving a conversation between inbox columns or merging tickets does not itself change Meta’s price.

  • Identify the delivery date and use the rate card effective then.
  • Check the recipient’s country calling code and your account’s billing currency.
  • Identify the message category, using Meta’s assigned category for templates.
  • Apply eligible exemptions, allowances, and volume tiers.
  • Add any separate provider or AI charges.
